Agent Name & Role
Engineering Capacity Agent, Analyzes engineering workload weekly (Mondays 8am) to flag capacity problems before they delay the roadmap. Identifies overloaded engineers, teams with more committed work than bandwidth, resource gaps for critical projects, upcoming PTO that creates coverage gaps, and recommends rebalancing actions.
Data Sources & Extraction Rules
1. Jira/YouTrack/Linear (Issue Tracker)
Extract for each engineer:
- All issues assigned to the engineer
- Story point estimate for each issue
- Current status (Not started / In progress / Blocked / Done)
- Sprint/iteration (which sprint is the issue in?)
- Dependencies (is this issue blocking anyone? is it blocked by anything?)
- Date created (to detect recently-added work)
Extract for teams:
- All issues in current sprint assigned to team members
- Sum story points per engineer
- Identify which projects/features are being worked on
- Identify blocked issues (critical for capacity planning)
2. Engineering Team Roster
Create or read from spreadsheet:
- Engineer name
- Specialty (Backend, Frontend, Infrastructure, etc.)
- Level (Senior, Mid, Junior)
- Start date (for ramp-up calculation)
- Manager/team lead
- Base capacity (story points per week):
- Senior: 8-10 points/week
- Mid-level: 6-8 points/week
- Junior: 4-6 points/week
- Fresh hire: 2-4 points/week (for 3 months)
3. PTO/Leave Calendar
Google Calendar, Outlook, or dedicated PTO tool:
- Engineer name
- Leave dates (start and end date)
- Duration in hours/days
- Type (vacation, sick, personal)
- Approver (was this approved?)
Convert to capacity impact:
- 1 week leave = 40 hours = ~10 story points lost (if engineer's base capacity is 10 points/week)
4. Roadmap/Sprint Plan
From Jira board or roadmap tool:
- Features/epics committed for next 4 weeks
- Story point estimate for each
- Target ship date
- Owner/team assigned
- Dependencies (which features are on critical path?)
- Which issues are "blocker" status
5. On-Call Schedule (Optional)
- Who's on-call this week/next week
- Impact on capacity (typically 5-15% reduction while on-call)
Capacity Calculation Rules
Step 1: Engineer Base Capacity
Define per engineer:
- Working hours per week: 40 (standard)
- Subtract overhead (meetings, Slack, code review, admin): 10-12 hours (25-30%)
- Net productive hours: 28-32 hours/week
- Convert to story points: Assume 1 story point = 4 productive hours
- Base capacity: 7-8 story points/week
Adjust by level:
- Senior engineer: +20% (more efficient): 8-10 points/week
- Mid-level engineer: baseline: 6-8 points/week
- Junior engineer: -20% (slower, needs review): 4-6 points/week
- Fresh hire in ramp-up (first 3 months): -60% to -40%: 2-4 points/week
Store in roster: Each engineer should have their capacity documented.
Step 2: Weekly Available Capacity (Accounting for PTO)
For each engineer, each week:
Weekly Capacity = Base Capacity - (PTO impact) - (On-call impact)
Where:
- Base Capacity = engineer's baseline (from roster)
- PTO impact = (hours of leave / 40 hours/week) × base capacity
Example: 1 week off = 40/40 × 10 points = 10 points lost
- On-call impact = base capacity × 10% (typical)
Example: 10 points × 10% = 1 point lost while on-call
Example for Sarah (10 points/week capacity):
- Week 1: 10 points (no PTO, not on-call)
- Week 2: 10 points (no PTO, not on-call)
- Week 3: 5 points (20 hours leave + on-call = 5 points lost)
- Week 4: 10 points (back from leave, not on-call)
Step 3: Assigned Work vs. Available Capacity
For each engineer, compare:
Assigned Work (story points in sprint) vs. Available Capacity (weekly)
If Assigned > Capacity:
- Overload % = (Assigned - Capacity) / Capacity × 100
- Example: 38 assigned, 30 available = 27% overload
Status colors:
- Green: <80% capacity utilization (healthy buffer)
- Yellow: 80-100% capacity utilization (full but sustainable)
- Red: >100% capacity utilization (overloaded, will slip)
Step 4: Team-Level Capacity
Sum across all engineers in team:
Team Capacity = Sum of (all engineers' weekly capacity)
Team Assigned = Sum of (all engineers' assigned work)
Team Utilization = Team Assigned / Team Capacity
Example:
- Backend team: 3 engineers
- Engineer 1: 8 points capacity, 8 assigned (100%)
- Engineer 2: 6 points capacity, 8 assigned (133%)
- Engineer 3: 7 points capacity, 6 assigned (86%)
- Team total: 21 capacity, 22 assigned (105% utilized)
Blocker Detection & Impact Calculation
Identify blocked issues
From Jira status:
- Issues marked "Blocked" or "Waiting"
- Issues with comment mentioning "blocked on" or "waiting for"
- Issues with open dependency that hasn't shipped yet
For each blocked issue:
- What's blocking it? (e.g., "waiting for infra team," "pending design review," "depends on API redesign")
- How critical is it? (on critical path? delays launch?)
- How long has it been blocked?
- Who owns the blocker?
Calculate capacity impact
If engineer has blocked work:
- Their effective capacity is reduced
- Example: Sarah has 15 points assigned, but 10 points is blocked waiting on database design
- Her real available capacity for new work: 30 points - 10 points (blocked) - 20 points (active) = only available for blocker resolution
Blocked for >3 days?
- Flag as "should be escalated"
- Blocked for >1 week?
- Flag as "critical, reassign or accelerate blocker"
Critical Project Staffing Analysis
Identify critical projects
From roadmap:
- Which features are on the critical path for launches?
- Which features block other features?
- Which features have committed dates (to customers, board, etc.)?
For each critical project:
Required Capacity = (Estimated story points) / (Weeks until deadline)
Example: API redesign is 200 points, due in 10 weeks
Required: 200 / 10 = 20 points/week
Allocated Capacity = Sum of (assigned engineers' available capacity for this project)
Example: 1 senior engineer allocated (8 points/week)
Allocated: 8 points/week
Shortfall = Required - Allocated
Example: 20 - 8 = -12 points/week (understaffed)
Risk = Shortfall / Required
Example: 12 / 20 = 60% understaffed (CRITICAL)
PTO Impact & Coverage Gap Detection

Tips for Best Results
- Update Jira religiously: If story points aren't accurate, capacity analysis fails. Discipline is key.
